Compulsory traffic liability is the base premium x (1 + the float ratio tied to road accidents), floating across five region tiers A-E within a factor range of 0.5-1.3 (from CNY 475 for up to 6 seats to a maximum of CNY 1,430), while commercial coverages are multiplied by the industry no-claim discount (NCD, 8 tiers 0.6-2.0). Main coverages explained

Compulsory traffic liability (mandatory)

Officially the "Compulsory Traffic Accident Liability Insurance", required by law. The base premium is CNY 950/year for up to 6 seats and CNY 1,100/year for 7 or more; the final premium is the base premium x (1 + the float ratio), capped at +30% and floored at -50%, i.e. CNY 475-1,235 for up to 6 seats and CNY 550-1,430 for 7 or more. It pays third-party victims only - never your own car or occupants.

Third-party liability (strongly recommended)

Pays third-party bodily injury and property damage. The compulsory limit is small, so a limit of at least 2M CNY is advised, 3M+ in tier-1 cities. Note that it excludes medicines outside the state medical catalogue unless you add the medical-outside-catalogue cover.

Vehicle damage (7 responsibilities in one)

Pays for damage to your own car from collisions and natural disasters. Since the 2020 motor insurance reform, theft, glass breakage, spontaneous combustion, engine flooding, the deductible waiver, hit-and-run damage and designated-repair-shop cover were all folded into this main coverage, so they are no longer sold separately and the deductible clause was removed. Advised for new and financed cars.

Occupant liability (priced per seat)

Known as seat cover, it pays for injury to your own driver and passengers and follows the car rather than the person. Pricing is about CNY 40 per 10,000 CNY of limit for the driver seat and CNY 25 per passenger seat. Limits of 100,000 for the driver and 50,000 per passenger are a sensible floor.

Medical outside catalogue (strongly recommended)

Third-party cover explicitly excludes medicines outside the state medical catalogue, so the self-paid part of an injury claim used to come out of your own pocket. With this add-on those costs are paid within the third-party limit, and it typically costs only a few dozen CNY a year - the best value among all add-ons.

Vehicle and vessel tax (statutory, collected)

A statutory tax, not a premium. Passenger cars are taxed in 7 engine-size tiers (a national band of CNY 60-5,400 per year, with each province setting its own amount), and the insurer collects it together with the compulsory premium, which is why it appears on the same bill. Battery electric and fuel-cell cars are exempt; plug-in hybrids pay half.

FAQ

How accurate is the estimate?
The tool uses industry baseline rates from public market quotes, adjusted by the current compulsory float (the 2020 reform, still in force) and the commercial NCD factor, so it is an estimate only. The final price is further multiplied by the insurer's own pricing factor (currently 0.5-1.5) and differs by region - a few hundred CNY between insurers for the same car is normal.
Which coverages are mandatory?
Compulsory traffic liability is required by law. For commercial coverages, at least third-party liability (2M+), vehicle damage and medical-outside-catalogue cover are recommended. Occupant liability is worth adding if you often carry passengers; scratch cover is optional.
Do I still need separate theft, fire or glass cover?
No. Since the September 2020 motor insurance reform, theft, glass breakage, spontaneous combustion, engine flooding, the deductible waiver, hit-and-run damage and designated-repair-shop cover were merged into the vehicle damage main coverage. Insuring vehicle damage gives you all of them, and insurers no longer sell them separately.
How is the compulsory premium calculated?
The base premium is uniform nationwide (CNY 950 for up to 6 seats, CNY 1,100 for 7 or more). The final premium = base premium x (1 + the float ratio tied to road accidents). Ratios are never cumulative - where several factors apply, the largest movement wins. The country is split into five region tiers A-E by claims experience: 3+ claim-free years earn a 30%-50% discount, 2 years 20%-40%, and one claim-free year 10%-30% (tier A floors at 0.5, i.e. 950 x 0.5 = CNY 475). One at-fault claim leaves the premium unchanged, two or more add 10%, and an at-fault accident involving a fatality adds 30% - a maximum of CNY 1,235 for up to 6 seats and CNY 1,430 for 7 or more. Severe traffic violations are not modelled here.
Does the premium change with vehicle age?
Yes. Vehicle damage uses age tiers (within 1 year, 1-2, 2-6, over 6) with decreasing rates, and a higher car price means a higher premium. Compulsory insurance is unrelated to age and price - it depends only on seat count, claims history and region.
Why does an EV cost more to insure?
EVs have dedicated policy wording that also covers the battery, motor and control electronics plus charging-related loss, and parts and repairs cost more. Industry data puts the average risk cost of an EV at roughly 2.2x that of a petrol car and its premium at roughly 1.7x. This tool applies a vehicle factor to vehicle damage for electric and plug-in hybrid cars.
