IEEE Transactions on Cognitive Communications and Networking
IEEE Transactions on Cognitive Communications and Networking is a peer-reviewed journal of the IEEE Communications Society, cosponsored by the IEEE Signal Processing Society, launched in 2015 to advance cognitive, learning-based and artificial-intelligence-driven communications and networking, with a 2025 Journal Impact Factor of 8.0 and a first-quartile rank of 15 among 127 telecommunications journals《IEEE 认知通信与网络汇刊》(IEEE Transactions on Cognitive Communications and Networking)是(IEEE Communications Society)主办、与(IEEE Signal Processing Society)共同出版的同行评审期刊,2015 年创刊,旨在推进认知化、学习型与人工智能驱动的通信与网络研究,2025 年影响因子为 8.0,在 127 种电信类期刊中列第 15 位,居第一四分位。
Scope
- The journal publishes work that advances the state of the art in cognitive communications and networking, favouring holistic and transdisciplinary approaches to the design of complex communication systems该刊发表推进认知通信与网络前沿的研究,尤其欢迎以整体性和跨学科方法设计复杂通信系统的成果。
- It defines a cognitive entity as one able to select actions from its own goals and its perception of the world, and able to learn from interaction, so submissions must combine perception, learning or reasoning and decision making该刊将认知实体定义为能依据自身目标与对外界的感知选择行动、并能从交互中学习的实体,因此投稿须同时体现感知、学习或推理与决策三个环节。
- Coverage runs from physical-layer functions and hardware through architectures and applications, across any traffic type, transmission medium or operating environment覆盖范围从物理层功能与硬件延伸到体系结构与应用,不限于业务类型、传输媒质或运行环境。
- Core topics include machine learning and artificial intelligence for communications, distributed learning and optimisation, and cross-layer and cognition-cycle protocol design核心议题包括面向通信的机器学习与人工智能、分布式学习与优化,以及跨层与认知循环的协议设计。
- Further areas are information and communication theory and network science for intelligent networks, ontologies and knowledge representation, and security and privacy in cognitive networks其他方向包括面向智能网络的信息与通信理论及网络科学、本体与知识表示,以及认知网络中的安全与隐私。
- The journal also covers cognitive radio and dynamic spectrum access, spectrum trading and its economic aspects, software-defined radio technologies, and testbeds or experimental infrastructures with original networking contributions该刊还覆盖认知无线电与动态频谱接入、频谱交易及其经济问题、软件定义无线电技术,以及具备网络原创贡献的试验平台与实验基础设施。
- Special issues form an integral part of the programme, and guest editorial teams may propose emerging topics directly to the Editor-in-Chief专刊是刊物体系的组成部分,客座编辑团队可直接向主编提交新兴主题的专刊方案。
History
- The journal was launched in 2015 by the IEEE Communications Society with the IEEE Signal Processing Society as cosponsor, and its first Editor-in-Chief was Michele Zorzi of the University of Padova in Italy该刊于 2015 年由(IEEE Communications Society)创办,(IEEE Signal Processing Society)共同主办,首任主编为意大利帕多瓦大学的 Michele Zorzi。
- Ying-Chang Liang of the University of Electronic Science and Technology of China led the journal from 2019 to 2022 and now chairs its Steering Committee, which also includes Weihua Zhuang, Osvald Simeone and George Karagiannidis2019 至 2022 年由电子科技大学的 Ying-Chang Liang 主编,他现任指导委员会主席,委员会成员还包括 Weihua Zhuang、Osvald Simeone 与 George Karagiannidis。
- Shiwen Mao of Auburn University became Editor-in-Chief for the 2023 to 2026 term, and the society opened a search for his successor for a two-year term beginning in January 2027Auburn 大学的 Shiwen Mao 自 2023 年起任主编,任期至 2026 年,学会已启动新任主编遴选,任期自 2027 年 1 月起两年。
- The journal received its first Journal Impact Factor in 2019 at 4.574 and has since risen through 6.359 in 2022 and 7.0 in 2024 to 8.0 in 2025该刊 2019 年获得首个影响因子 4.574,此后经 2022 年的 6.359、2024 年的 7.0 升至 2025 年的 8.0。
- Its editorial board expanded into four subject areas, namely cognitive radio, AI-empowered communications, AI-empowered networking and AI-empowered resource management, reflecting the field's shift toward machine learning编委会按四个方向扩充,即认知无线电、人工智能赋能的通信、人工智能赋能的网络与人工智能赋能的资源管理,反映该领域向机器学习的转向。
Editors
- The Editor-in-Chief is Shiwen Mao of the Department of Electrical and Computer Engineering at Auburn University in the United States, working on wireless networking and intelligent communication systems现任主编为美国 Auburn 大学电气与计算机工程系的 Shiwen Mao,研究方向为无线网络与智能通信系统。
- Editorial duties are divided among area editors for cognitive radio, AI-empowered communications, AI-empowered networking and AI-empowered resource management, with roughly fifty editors in total编辑工作按认知无线电、人工智能赋能通信、人工智能赋能网络、人工智能赋能资源管理四个领域分工,编委总数约五十人。
- The board draws on institutions such as the University of Electronic Science and Technology of China, King's College London, the University of Waterloo and Aristotle University of Thessaloniki编委来自电子科技大学、伦敦国王学院、滑铁卢大学、塞萨洛尼基亚里士多德大学等机构。
- An editorial assistant based at the University of Electronic Science and Technology of China supports submission handling, and volunteers may apply for board service through an online form编辑部由电子科技大学的编辑助理协助处理稿件,志愿者可通过在线表单申请加入编委。
- Manuscripts must make an original contribution to communications or networking in addition to addressing an intelligent entity, a screening rule that distinguishes the journal from general machine-learning venues除讨论智能实体外,稿件还须对通信或网络作出原创贡献,这一筛选规则使该刊区别于一般机器学习类刊物。
