IEEE Control Systems Letters is the letters journal of the IEEE Control Systems Society, founded in 2017 and published on IEEE Xplore as an electronic-only, hybrid open access title, with a 2025 Journal Impact Factor of 1.9.《IEEE 控制系统快报》是 IEEE 控制系统学会（IEEE Control Systems Society）的快报型刊物，2017 年创刊，只在 IEEE Xplore 上线，属混合开放获取，2025 年期刊影响因子为 1.9。

A paper gets six pages and no more, yet the remit runs the full width of systems and control, from stability theory to the control of energy networks, robots and vehicles.单篇论文的篇幅只有六页，取材却横跨系统与控制的整个领域，从稳定性理论到能源网络与机器人、车辆的控制都有。

Scope

• The aims statement is brief. What the journal wants is a concise account of an innovative idea in the theory, design or application of control engineering, and its stated purpose is fast circulation of new results across systems and control.宗旨页写得简短，刊物要的是一份对控制工程理论、设计或应用中某个新想法的紧凑交代，公开的目标是让系统与控制领域的新结果尽快流通。
• Six pages in the two-column IEEE layout is the ceiling, figures and references included, and a paper that runs longer is not considered at all.双栏排版的六页是硬上限，图表与参考文献都算在内，超过六页的稿件根本不予受理。
• Results have to stand inside the paper. Proofs of the main claims belong in the text, and a link to arXiv or TechRxiv is accepted only for minor steps or for a long secondary argument.结论要在正文里站得住，主要命题的证明必须写进稿中，arXiv 或 TechRxiv 的外链只接受用于次要步骤，或用于冗长而不关键的推导。
• Theory work follows familiar lines: linear systems and their structural properties, nonlinear dynamics, stability and stabilisation, and the analysis of plants whose parameters are only partly known.理论稿件沿既有脉络分布，线性系统的结构性质、非线性动力学、稳定性与镇定各有来稿，参数只部分已知的对象也在分析之列。
• Optimisation-based design takes a large share, with optimal control, model predictive control, and the numerical questions that come with long horizons and hard constraints.以优化为基础的设计占了不小份额，最优控制与模型预测控制之外，长时域与硬约束带来的数值问题也一并在此。
• Estimation and filtering appear about as often as control itself, from observer design for plants with unknown inputs to distributed state estimation over sensor networks.估计与滤波的来稿和控制本身差不多一样多，从含未知输入对象的观测器设计，到传感器网络上的分布式状态估计，都能见到。
• Learning enters by two doors, adaptive and data-driven control that tunes a controller from measurements instead of a nominal model, and reinforcement learning applied to decision problems with dynamics.学习类工作从两处进入，一处是自适应与数据驱动控制，控制器依据测量而非名义模型调整，另一处是把强化学习用到带动力学的决策问题上。

• Applications are open-ended. • Opinion and survey papers have a shelf of their own, short and argumentative rather than exhaustive, with pieces on pandemic control, the teaching of nonlinear control and competitive epidemic spreading.观点与综述另有位置，篇幅短而带主张，不作穷尽式罗列，已刊的有大流行防控、非线性控制的教学，以及竞争性传染病传播。
• Reproducibility is left to the authors and encouraged, through code deposited on Code Ocean or data lodged with IEEE DataPort, both advertised on the journal's own site.可复现性由作者自行安排，刊物持鼓励态度，代码可以存到 Code Ocean，数据可以放到 IEEE DataPort，两条通道都在官网上标出。
• Special issues mark the edges of the remit, one on fragility and resiliency in cyber-physical discrete event systems in 2023 and one on composite adaptive and learning control with robotic applications in 2024.专刊标出范围的边界，2023 年的一期聚焦信息物理离散事件系统的脆弱性与韧性，2024 年的一期聚焦面向机器人应用的复合自适应与学习控制。

History

• Volume 1, number 1 appeared in July 2017, and its first page carried a one-page editorial signed by M. Elena Valcher of the University of Padova.第 1 卷第 1 期在 2017 年 7 月面世，首页那篇一页长的社论由（M. Elena Valcher）署名，她在帕多瓦大学（University of Padova）任教。
• The new title stood beside Transactions on Automatic Control, Transactions on Control Systems Technology and the Control Systems Magazine, adding a letters tier to the society's publishing programme.新刊与《自动控制汇刊》《控制系统技术汇刊》及《控制系统杂志》并列，为学会的出版序列添上快报这一档。
• Volume numbers follow the calendar without exception. Volume 1 is 2017, volume 9 is 2025 and volume 10 is 2026, and the Crossref record holds to that rule from first to last.卷号与年份一一对应，第 1 卷是 2017 年，第 9 卷是 2025 年，第 10 卷是 2026 年，Crossref 的著录从头到尾都是这个规矩。
• Issue numbering changed twice. The first volume had two issues, volumes 2 to 4 ran four a year, and volume 5 in 2021 ran six.期号变过两次，第 1 卷只出两期，第 2 卷至第 4 卷每年四期，2021 年的第 5 卷增至六期。

• Publication is electronic only. • Submission runs all year, and in defined windows authors may ask for the same manuscript to be considered by the CDC or the ACC as well.投稿全年开放，在固定的窗口期内，作者可以要求同一篇稿件同时进入 CDC 或 ACC 的评审。

• The impact factor has drifted down since 2023, standing at 2.4 that year, 2.0 in 2024 and 1.9 in 2025, against a five-year figure of 2.3.影响因子自 2023 年起缓慢下行，当年为 2.4，2024 年为 2.0，2025 年为 1.9，五年影响因子则是 2.3。
• Citation behaviour is quick. The cited half-life is 3.5 years, citations in 2025 came to 6410, and gold open access accounted for 10.57 per cent of the papers, the rest sitting behind a subscription.引用周期偏短，被引半衰期为 3.5 年，2025 年被引总数 6410 次，金色开放获取所占比例只有 10.57%，其余仍在订阅墙内。

Editors
